
Meet Doctor Wellner
I am a double board certified adult psychiatrist and child and adolescent psychiatrist. I have extensive experience doing psychiatric evaluations and medication management for patients ages 3 and up.
Professional Experience
I received my Bachelors of Science degree in Biology from the University at Albany, in Albany, New York in 2006. I received my medical degree from Jefferson Medical College (now known as the Sidney Kimmel Medical College) in Philadelphia, Pennsylvania in 2010. I completed a psychiatry internship at Thomas Jefferson University Hospital in Philadelphia, Pennsylvania. I completed my general psychiatry residency training at the University of Maryland/Sheppard Pratt program in Baltimore, Maryland in 2013. I completed my child and adolescent psychiatry fellowship training at Johns Hopkins Hospital in Baltimore, Maryland in 2015. While at Johns Hopkins, I also treated children with autism and other developmental disabilities at the Kennedy Krieger Institute.
Following completion of my training, I worked for Anne Arundel Medical Center (Now Luminis) helping to establish child and adolescent psychiatry services. I worked in Anne Arundel Medical Group’s Mental Health Specialists office seeing patients ages 3 and up. I also helped to establish and open Anne Arundel Medical Center’s Psychiatric Day Hospital where I was the lead psychiatrist for adolescents ages 12-17. While at Anne Arundel Medical Center, I also gave multiple educational lectures to hospital staff and others in the Annapolis community.
In 2017, I joined Waypoint Wellness Center as the only psychiatrist in the practice. I went on to become a co-owner and grew and supervised a team of psychiatrists and nurse practitioners.
In 2023, I also started consulting with Quince Orchard Psychotherapy providing supervision to their nurse practitioners.
In 2024, I decided to start my own practice, Annapolis Psychiatry where I continue to provide outpatient psychiatric care to children, adolescents and adults.
Life Outside the Office
I live in Anne Arundel County with my husband and three children. Outside of work, I enjoy spending time with family and friends. I have been figure skating since adolescence and continue to do so as an adult. I also enjoy physical fitness and maintain an active, healthy lifestyle.

Meet Julia Seamam, PMHNP-BC
I am a board certified psychiatric mental health nurse practitioner. I have experience treating children, adolescents and adults. My passion for mental health emerged while working in inpatient settings, where I recognized the importance of compassionate, ongoing care.
Professional Experience
I have always been drawn to the helping professions. My journey began in early childhood education (1996–2004), then expanded into holistic healing through certifications in Integrative Yoga Therapy (2004), Ayurveda (2004–2008), and becoming a Reiki master. I taught yoga to adults and children for a decade while deepening my understanding of mind-body wellness.
Driven to support others on a broader scale, I became a Registered Nurse in 2014 and immediately focused on mental health—working in a variety of residential programs addressing substance use, eating disorders, gender identity, OCD, PTSD, depression, anxiety, and more. I earned my BSN while working, and later my MSN, gaining experience in both residential and acute psychiatric settings.
In 2021, I became a board-certified Psychiatric Nurse Practitioner and helped open the Arundel Lodge Behavioral Health urgent care clinic, where I continue to treat individuals across the lifespan with conditions ranging from mood and personality disorders to schizophrenia, autism, and trauma using a compassionate, integrative approach to mental health care.
While urgent care offers meaningful clinical experience, I feel a deep calling toward more relational, long-term care and creating a welcoming space where clients feel truly seen, supported, and empowered in their healing journeys.
Life Outside the Office
I live in Anne Arundel County with my husband and have two grown children.
